The Technical Proposal document must be submitted along with the following documents:
- A brief background of the applicant firm and a letter of intent;
- Evidence of experience in undertaking similar works (provide examples and referees);
- Summary of proposed methodology as per the deliverables expected from the Consultancy firm
- CVs of the lead consultant and key team members; and
- Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs

Call For Proposal (Extension)
The year 2020 is being referred to as the ‘Super-Year for Nature’ with numerous important international events with respect to biodiversity. The UN General Assembly’s virtual “Nature Summit” just concluded few weeks ago. The 15th meeting of the Conference of the Parties (COP 15) of the Convention on Biological Diversity (CBD) which was due to happen this month is now postponed for 2021 due to the pandemic. The CBD COP 15 will renew the “post-2020” biodiversity targets up until 2030, within a broader vision ’New Deal for Nature’ going beyond to 2050.
Many areas outside national protected area networks also contribute to the effective in-situ conservation of biodiversity. Appropriately recognizing, reporting and supporting such areas is increasingly important in the context of biodiversity loss and climate change. Parties to the CBD recognized early in the CBD’s Strategic Plan (2011-2020) that ‘other effective area-based conservation measures’ (OECMs) offer a significant opportunity to achieve this aim.
The Global Environment Facility - Small Grants Programme (GEF-SGP) implemented by UNDP in collaboration with the Royal Government of Bhutan has implemented “Restoring and managing Landscapes in Gamri Watershed”, Tashigang through the Community Development and Knowledge Management for the Satoyama Initiative (COMDEKS) from 2013-2015. The COMDEKS promote sustainability and upscaling of socio-ecological production landscapes and seascapes (SEPLs) conservation approach. The landscape and SEPLs approach were also used in the development of SGP’s country programmes strategy (CPS) for Operational Phase 6 (2016-2019) and Operational Phase 7 (2020-2023).
Accordingly, GEF-SGP, UNDP Bhutan would like to announce the "Call for Proposals" inviting Civil Society Organizations (CSOs) for the submission of innovative proposals to conduct national policy dialogue(s) regarding the sustainability and upscaling of socio-ecological production landscapes and seascapes (SEPLs) conservation approach.
Background
The GEF-SGP UNDP implemented a community-based model of landscape management and participatory governance programme in partnership with the Royal Government of Bhutan to restore the resilience of ecosystems and sustain the landscape that communities depend upon. The project was implemented in Gamri Watershed in Tashigang (“Restoring and managing Landscapes in Gamri Watershed”) between 2013 to 2015. The programme, which was completed in 2016, focused on two components: (i) community development through small grant making, and (ii) knowledge management for capacity building, replication, and up-scaling.
Building on this experience, the primary focus of the third phase of the COMDEKS is to: (a) promote sustainable use of biodiversity and its integration into the management of land, forest, and water resources (COP decision XII/18); (b) provide further guidance on the concept of sustainability in food and agriculture with regard to biodiversity, and to promote and strengthen support for relevant information-sharing and technology transfer among Parties (COP decision XIII/3); and (c) institutionalize the SEPLs model as an effective area-based conservation measures (COP decision XIV/8).
